இரண்டே நாளில் கப்பல் கேப்டன் உட்பட 7 பேரையும் விசாரனை வட்டத்துக்குள் கொண்டு வந்தனர். மீனவர்கள் அடையாளம் காட்டிய இந்தாலி கப்பல் காவலர்கள் இருவர் கைது செய்யப்பட்டனர். கேரள சட்டப்படி கொலைவழக்கு பதிவு செய்யப்பட்டது. குற்றம் சாட்டப்பட்ட இருவரை நீதிமன்றத்தில் நிறுத்தி, போலீசு காவலிலும் எடுத்து விட்டனர். விசாரனையை இரு வாரத்துக்குள் விரைந்து முடித்து குற்றவாளிகளுக்கு தக்க தண்டனை வாங்கித்தருவோம் என்கின்றனர் கேரள போலீசார்.

இது ஒரு சாதாரன நிகழ்வு தான். கேரள போலீசார் பெரிய சாதனை ஒன்றும் செய்திடவில்லை. ஆனால் பக்கத்து மாநிலம் தமிழகத்தை ஒப்பிடும் போது இது ஒரு மிகப்பெரிய சாதனையாகவே தெரிகிறது. இலங்கை கடற்படையால் சுட்டுக்கொல்லப்பட்ட தமிழ் மீனவர்கள் எத்தனை பேர்?

Where are they?

“Aananthi” (not her real name), the wife of one of the disappeared, told Human Rights Watch that she saw the army load the priest and the LTTE members on to a bus and drive them away.

Human Rights Watch interviews with other witnesses and numerous media reports confirm her account. The wife and two children, aged 3 and 5 years, of an LTTE member were also taken away on the bus. The family members and Fr. Joseph remain missing.  Where and what happened to these people?  Why are these disappearances not investigated by the government which instead continues to stonewall all calls demanding accountability.

Through interviews with relatives of the missing and witnesses, published testimony and media reports, international human rights organizations have found that more than 20 people who were taken into army custody between May 16 and 18, 2009, appear to have been forcibly disappeared. Most of them are known to have been detained in the Vadduvaakal area, just south of the strip of land in north-eastern Sri Lanka where the final battle between the LTTE and government forces occurred.

At the time, the area was controlled by the Sri Lankan army’s 59th Division. Abductions in Sri Lanka continue unabated. Last week two more people went missing. Ramasamy Prahaharan, a Tamil businessman was abducted from outside his home as he attempted to open his gate at Canal Road, Wellawatte while another Tamil, Subramanium, was abducted from Aluthkade.

At the time of the abduction, Ramasamy Prahaharan had filed a fundamental rights application with the Supreme Court of Sri Lanka against senior police officers, the Attorney-General, and eight others, alleging torture and unlawful arrest and detention. The Supreme Court had granted him leave to proceed and the hearing had been scheduled for February 13. Ramasamy Prahaharan was abducted two days before the Fundamental Rights petition was to be heard in the Courts.

Apart from the ritual blank denial, the government has thus far ignored the fate of these missing persons. Family members of those abducted have a right to know if their loved ones are missing or dead.

Under International Law, an enforced disappearance occurs when the authorities take an individual into custody but refuse to acknowledge doing so or do not provide information about the person’s whereabouts or fate. Among the rights an enforced disappearance may violate are those to life, liberty, and security of the person, including protection from torture and other ill treatment.

Aananthi meanwhile has told Human Rights Watch that she has had no news about her husband since the abduction.  “I have searched in all the camps. I went to the Defence Ministry. I filed a complaint with the police in January 2010. But I have received no information about my husband. The police only told me it would be difficult for them to find him since the area where he went missing is under military control. I want the government to tell me what happened to him. Whether he is dead or alive, I want an answer.”

Asked specifically about Yogiratnam Yogi, one of the men taken away on the bus, the Sri Lankan Commissioner General for Rehabilitation said in July 2010 that he was not among more than 11,600 LTTE cadres in custody. Human Rights Watch has established the names of several other people who were taken away on the same bus, but it has not been possible to confirm whether they remain missing. In another disappearance case, a witness told Human Rights Watch that two former LTTE members helped government soldiers identify Colonel Ramesh, an LTTE leader, among the fleeing population and took him and three others away to a small hut nearby. Ramesh’s family has not received any news about him since he was detained. In December 2010 several media outlets broadcast a video clip obtained by the Global Tamil Forum that allegedly showed Ramesh in custody.

Human Rights Watch has obtained several additional, longer videos of Ramesh, providing further evidence that he was in army custody. In one of the videos, Ramesh is seen lying on a bench in civilian clothes. In four other videos, several soldiers stand around Ramesh while one of the soldiers questions him about where he is from, the whereabouts of the wife of LTTE leader Velupillai Prabhakaran, and how he received an injury on his back. At one point it seems that the soldiers are telling Ramesh that the date is the 22^nd, suggesting that the video may have been filmed on May 22, 2009. A sixth video shows only Ramesh answering questions about when he joined the LTTE, what his position is, and his family members.

On May 17, army soldiers detained Paramnantham Kokulakrishnan and two other men just north of the Vadduvaakal bridge. Kokulakrishnan’s wife told international human rights activists that the soldiers did not allow her to accompany her husband even though he was blind from an injury that he had received in 1996. The soldiers told her they would interrogate the men and then release them, but she has not had any news of her husband since. Kokulakrishnan’s family filed a complaint with the police in October 2010. The police replied by letter that they would investigate the disappearance, but the family has received no information.

Another witness account relates that five people are still missing after they were separated from the rest on May 17 just south of the Vadduvaakal bridge. Among the missing is Sudarsani Krishnakumar. Her family has filed complaints with the national Human Rights Commission and the police, but has received no information about her whereabouts.

In several cases, family members also testified before or filed written complaints with the  government’s Lessons Learnt and Reconciliation Commission (LLRC), which was created by  SL President Rajapaksa in May 2010. While the LLRC has published testimony of  government officials and others on its website, it has not published many of the testimonies alleging enforced disappearances by government forces.

Where are these people? Surely, government law enforcement and other authorities cannot be this impotent to not be in a position to investigate them to a conclusion.

As Americans increasingly come to terms with the fact that a terrible ethnic cleansing genocide enveloped Sri Lanka from 2005 to 2009, and that their own government helped foment the conditions for this bloodbath of murdered innocents and gut wrenching sexual depravity, media groups in Sri Lanka announce that a second documentary recounting the Genocide will air on London’s Channel 4.

This is a real burn for Sri Lanka’s wallowing political leaders, who keep watching the light of their own future grow dimmer and dimmer. they claim that the program, reportedly set to air in the first week of March, is timed to coincide with United Nations Human Rights Council sessions in Geneva.

It is the Channel-4 documentary, , that blew the lid off this story in the first place. While many knew that a terrible series of murders had occurred in the country formerly known as Ceylon, few realized the extent of it. More than 160,000 human beings disappeared during this battle a country waged against its own citizens. Sri Lanka denied the facts, and suggested that Channel 4 had a personal beef against the current Sri Lanka government, and that the documentary was a “fake”. It was anything but.

While Channel-4 deserves nothing but support and applause for their efforts, American reporters, with a few notable exceptions, deserve absolutely nothing. Perhaps this is the worst example of what has taken place with braindead western media trends. In this event, they ignored world-scale tragedy.

That is what CNN, NBC, ABC, the New York Times, Wall Street Journal, etc., can lay claim to.

They made references to the civil war, but the parties behind the state terrorism are allies of the U.S. government, and reporting the facts and truth might have compromised these networks and newspapers with their advertisers, with the Bush administration; so they looked the other way for the vast majority of it, and they continue to do the same thing today.

Advocates of Sri Lanka President Majinda Rajapaksa bemoan the news that yet another damning documentary about the Genocide will air, flocks of Sinhalese reporters are already writing their columns that villify Channel 4 and news presenter Jon Snow, who have invested so much to bring this story forward to the world.

Sources alleged that for those expecting to raise quick cash, Sri Lanka bashing seemed to be the easiest thing to do. They pointed out that the Canadian branch of the Amnesty International recently received 50,000 Canadian dollars from LTTE front, the Canadian Tamil Congress in return for its role in the ongoing anti-Sri Lanka campaign.

It all sounds incredibly like Israel, a nation or ‘state’ as the case may be, suspected of thousands of war crimes- yet always protected by the United States when charged with crime in the United Nations. Israel brands those who resist its genocidal politics ‘terrorists’ and Sri Lanka followed Israel on this too, deeming the Sri Lanka resistance front, the Liberation Tigers of Tamil Eelam (LTTE), as a terrorist group. The LTTE or ‘Tamil Tigers’ were originally formed simply to protect the Tamil minority in the north of this country. Before they fired a shot, they spent 30 years trying to negotiate, watching Sri Lanka do everything to eliminate their culture from existence.

When political leaders or journalists discuss Israel’s patterns of terrorism, death and violence, they are retaliated against by the Jewish-American lobby as being ‘antisemitic’ and being ‘Jew haters’. This plan of attack within the religious Zionist community, deflects attention from war crimes and drives attention back to the Holocaust, which has absolutely nothing to do with the current problems.

The Island outlined it for me, and while I disagree with their writer, Shamindra Ferdinando, on many points, I have to admit that several undeniably truthful points are made also.

Too many countries considered moral and upright, are simply criminal organizations operating under unfair political rules similar to those that government Germany in the 1930′s and 1940′s. Sri Lanka, the United Kingdom, but most of all the U.S., are responsible for most of the world’s problems today, particularly Israel, Rwanda and Sri Lanka, all countries under the rule of zealots and the spell of greed and superiority.

As I have said before, thank goodness for Channel 4.

Press: I’m Sean [inaudible] from Colombo. My first question is for the  [inaudible]. You said [inaudible] shortcoming in the [inaudible] report, and also [inaudible] [Human Rights Council]. Will you [inaudible] as [inaudible]  shortcomings? And the reason behind the U.S. supporting the [inaudible] human rights.

Assistant Secretary Blake: We’ve explained in some detail our views  on the LLRC report, both on its merits and also on its shortcomings. As you  know, there have been a number of other reports such as the UN Panel of Experts  Report that describe in some detail some of their concerns about human rights violations and potential war crimes that occurred, particularly at the end of  the conflict from January to May of 2009.

“In our view the LLRC report did not cover in sufficient detail some of those allegations. So again, we think it’s very important as part of finally achieving a just and durable settlement and reconciliation process that those be fully addressed, so we talked in some detail about that with our
friends in the government today. “Under Secretary Otero: If I can just add to that. In that context it is also important to point out that we believe that report makes some important and positive recommendations in the areas of reconciliation, and that it concentrates in that area, in many of those areas. Moving forward in those areas we also see as a very positive way towards addressing the situation that remains.

“Press: My second question is about [inaudible] human rights [inaudible] meetings, [inaudible] human rights [inaudible].

“Assistant Secretary Blake: The United States will support a very straight-forward resolution that declares that the government of Sri Lanka
has not yet done enough to implement the recommendations of the Lessons Learnt and Reconciliation Commission, and will comprehensively address the issue of accountability. We hope to work very cooperatively with the government of Sri Lanka, both in the UNHRC but also both before and after that. I think we had some good discussions today about that.

Press: [Inaudible]. In your remarks you said that [inaudible] resolution [inaudible]. Now does this [inaudible] is wrong? And will you also [inaudible]?

“Assistant Secretary Blake: The United States supports the successful conclusion of the current dialogue between the government of Sri Lanka and the Tamil National Alliance. From talking to both sides we understand that they’re really not that far apart so we hope that that dialogue can resume and again, can reach a successful conclusion, and that then whatever is agreed can be discussed in the context of the Parliamentary Select Committee.

“Press: The [inaudible] classified and the material [inaudible]. If there is to be a credible, transparent [inaudible] into these alleged war crimes, would you urge the Secretary General to declassify this material? In order to facilitate a credible, transparent probe into these alleged war crimes.

“Assistant Secretary Blake: Again, that’s a matter for the Secretary General to decide for himself. But I have just answered the question about the importance of an investigation and accountability for what happened at the end of the war.

“Press: My second question to Ms. Otero, it’s about the [inaudible] women and minorities [inaudible] issue. [Inaudible] on this [inaudible]. How concerned are you about the safety and security to women [inaudible]?

“Under Secretary Otero: I think in any situation where there has been a conflict the concern about the safety of women remains. Clearly this
is one of the areas that we are concerned about and we have expressed that concern and discussed it with several of the officials that we have met with to ensure that proper protection is provided, and to ensure that women, in many cases women who are now heads of households, are able to both operate within the society and be able to make sure that they are properly protected.

“Press: [Inaudible] News Agency. The government of Sri Lanka said [inaudible]. What is your [inaudible]? And the other thing is, do you want
the timeframe for [inaudible]? [Inaudible].

“Assistant Secretary Blake: Again, it’s up to the government of Sri Lanka to determine what it wants to say and when. It’s not for us to set a
timeframe of any kind. But as a general matter I’d say that the sooner the government can explain first to the Sri Lankan public but then also to its friends in the international community what the details of its plans are and how it intends to proceed, I think that will be very helpful to all of us.

“Press: Is the U.S. going to push for international [inaudible] in Sri Lanka, or are you satisfied with [inaudible]?

“Assistant Secretary Blake: For now we’re focused on this UN Human Rights Council Resolution, but as I said earlier, we remain very hopeful that a domestic mechanism will proceed and that there will be a credible investigation inside Sri Lanka. That’s always going to be the preferable solution for a domestic accountability mechanism of some sort. But our position has always been that if there are shortcomings in such a domestic mechanism there will certainly be international pressure to establish some sort of international mechanism. Again, we encourage our friends in the Sri Lankan government to ensure a credible and transparent investigation as possible of their own.

“Under Secretary Otero: The only thing I would add to that is that we have been supportive of this process from the outset. And we believe
that a report that is done here in the country, if it was then implemented and its recommendations were then taken seriously, addressed in a timely manner, that that would be one way to address the reconciliation and accountability issues.”

While Navi Pillay, U.N.’s chief of human rights, advised U.N. Secretary General Ban Ki-moon earlier this month to seek the removal of a former Sri Lankan officer, Shavendra Silva, from a top peacekeeping advisory committee for alleged complicity in war-crimes, other rights groups blasted Ban for the silence on the controversial appointment. Philippe Bolopion, the U.N. representative for Human Rights Watch, said “[t]he responsibility for this puzzling appointment lays squarely with the Asia Group, but ultimately Ban Ki-moon established the panel and has to safeguard the reputation and credibility of the United Nations.”

Martin Nesirky, Ban’s chief spokesman, told reporters in a recent press briefing that Ban had no authority to reverse the appointment. “The selection of the members of the group is beyond the secretary general’s purview,” Nesirky said. “It’s a matter for member states.”

Professor Boyle, an expert in International Law, debunked this excuse in an earlier note to TamilNet, where he said, “Ban to appoint a presumptive war criminal to his Staff would be ultra vires his powers under the terms of article 101(3) and thus a violation of the Charter itself.”

Human Rights Watch also countered Nesirky saying that, while the U.N.’s Asian governments are to blame for the appointment, the U.N. chief bears responsibility for fixing it.

Meanwhile, Inner City Press (ICP), which has been pressing the U.N. officials a clear statement on the status of Shavendra Silva’s appointment for the last three weeks, obtained the following response from the U.S. Ambassador to the U.N., Susan Rice:

“it’s very concerning that someone with his [Shavendra Silva's] background would be selected to serve on this advisory group. We have conveyed this to member states, as well as to the Secretariat. There are a lot of efforts underway to address [this], probably best not to be discussed publicly.”

The Foreign Policy (FP) Magazine pointed out that Silva commanded Sri Lanka’s 58th division, which was directly involved in the final push to crush the LTTE. The panel does not specifically accuse Silva of engaging in atrocities, but it raises concern about the conduct of his troops, the FP said.

“It is thus a reasonable conclusion that there is, at the very least, the appearance of a case of international crimes to answer by Mr. Silva,” FP said quoting Navi Pillay. “I would this strongly encourage you and senior colleagues to convey as a matter of urgency the organization’s request to the Asian Group that this nomination be reviewed…. Should diplomatic engagement fail to bear fruit, further steps may need to be considered,” Pillay said according to FP.

Palitha Kohona, Sri Lanka’s Ambassador to the UN, who himself has war crimes charges filed against him in the International Criminal Court, covered for his deputy Silva, saying that his government has formed a committee to investigate allegations of human rights abuses detailed by a Sri Lankan lessons learned panel. “They will investigate every single allegation highlighted in the lessons learned report,” said Kohona.

The United States Department of State, in its response to three Tamil plaintiffs’ opposing arguments to the US’s suggestion of immunity for Sri Lanka’s President Mahinda Rajapakse from alleged war-crimes, said that the plaintiffs have asked the Court to “ignore the substantial and unanimous body of authority recognizing the controlling nature” of US’s immunity determination, and that US’s earlier submission adequately explained why the Court should recognize Rajapakse’s immunity from the suit. Plaintiff’s attorney said the US Government has failed to adequately address why the Court should pre-empt judicial review when under TVPA “an individual” has allegedly committed “universally repugnant” crimes, and is insolently insisting on the dispositiveness of US’s determination on immunity. A ruling is expected from Judge Kotelly soon.

The Department of Justice reasserts the following three “brief points” in response to plaintiffs’ opposition to immunity:

1. The US President’s foreign relations power is constitutionally derived. Also US asserts that there is “no” indication that Congress intended to interfere with Executive authority on the immunity issue when it enacted TVPA;
2. U.S. contends that creation of statutory right of action does not automatically override “preexisting” immunity rules;and
3. In view of the above two principles, US says, the Court should join the “unanimous body of authority” recognizing US’s “unreviewable” authority to make immunity determinations.

Spokesperson for Tamils Against Genocide (TAG), a US-based activist group that is sponsoring the case on behalf of three Tamil plaintiffs, said: “[t]he Executive Branch’s purportedly unreviewable authority to make immunity determinations may not permissibly transgress the boundary between the Executive and the Judiciary, between suggesting and instructing a finding of immunity.

“Under the doctrine of separation of powers, the Court as an independent, neutral, and detached organ of America’s constitutional democracy has the authority and capacity to arrive at its own immunity determinations, taking relevant facts such as the body of authority and Executive Branch’s position into consideration.

“Special circumstances, such jus cogens norms violations may, in the interests of justice, warrant case-by-case deviations from immunity determinations suggested by the Executive or case law. Such independent judgments constitute the touchstone of American constitutionalism and its common law legal system,” TAG spokesperson told TamilNet.

Judge Kotelly of District Court of District of Columbia will rule on the immunity issue, and if she deems there is sufficient merit in the both parties’ arguments, Judge Kotelly might also rule if an oral argument is warranted and if the case should go forward.

The complaint for this case (alleges multiple violations of the Torture Victims Protection Act (TVPA) based on Sri Lanka’s President Rajapaksa’s command responsibility for the extrajudicial killings of Ragihar Manoharan, the son of Plaintiff Dr. Kasippillai Manoharan, of Premas Anandarajah, a humanitarian aid worker for Action Against Hunger, and husband of Plaintiff Kalaiselvi Lavan, and four members of the Thevarajah family, all relatives of Plaintiff Jeyakumar Aiyathurai.

Chronology:

The UN Secretary General is under attack by international legal experts and the media for a seriously bungled war-crimes prosecution in east asia- Cambodia’s war tribunal (Extraordinary Chambers in the Courts of Cambodia, ECCC). Two million civilians were killed by Pol Pot’s Khmer Rouge, and 35 years later, politics and finance, instead of law and evidence, appear to dictate the course of justice. But, here, now, Tamil political leaders point to the Cambodia model as reflecting the speed of international investigations, and assert that Tamils should not be impatient at the slow progress of international mechanisms. Western States, allegedly complicit in “crime against peace” in Sri Lanka, forward the same argument to avoid their own exposure and to buy the SL Government time so that 30-years into the future, prosecutions become largely irrelevant as is happening in Cambodia.

Legal activists say two aspects of TNA’s reference to the Cambodia model for Tamil justice need to be highlighted:

• The “step by step” approach to prosecution, and the reference to complementarity, while doctrinally relevant, are routinely used by powerful states to advance geo-political interests. Prosecutions are expedited when it is politically advantageous, and prosecutions are delayed to make them irrelevant to save smaller powers or heads of state when needed. US, and India are actively promoting such delays to the advantage of Rajapakses.
• In Cambodia, 30 years after the mass killings, the victims are no closer to justice. Cambodia’s leader has only allowed prosecutions, charges and witnesses he decrees. The UN has been ineffective in enforcing judicial independence. Aging witnesses, fading memory, and deteriorating evidence have hampered investigations.

Tamil circles assert that during the current critical period when States complicit in aiding Tamil genocide are scrambling to assemble pliant Tamils to sidestep Tamil justice by using instruments of reconciliation and development, Tamils need to galvanize momentum for meaningful independent investigations with relentless legal pressure worldwide. Vigilance against being absorbed into conspiracies designed to save Rajapakse, is paramount in sustaining the criminal exposure of the regime, Tamil circles say.

International human rights organizations including Amnesty International and Human Rights Watch have been persistent in their call for immediate International investigations. These actions, together with concerted legal actions from the Tamil diaspora, at some future point, will make untenable Western posturing on delaying investigations, rights activists said.

At this juncture, Tamil National Alliance (TNA) leadership pointing to the Cambodia tribunal as a suitable model for Tamil justice with regards to the conventional function of international relations should be viewed with extreme suspicion. Legal activists point out that while the model may be relevant where the victims are helpless, educationally underprivileged, and the international action proceeds at a pace determined by the whims of the powers with geopolitical interest in the region, the Tamil case is different.

“Tamils, the victims of alleged genocide, have the capacity and are equipped with intellectual and legal know-how to push the justice agenda forward, using the largely independent legal systems of western liberal democracies. In the pursuit of war-crimes prosecution, dependence on political patronage from States that have alleged complicity in the crimes, needs to be minimized. TNA should articulate Tamils’ wishes, and not educate them on this matter,” Tamils Against Genocide (TAG), an activist group involved in legal action said.

Further, while a pragmatic view of the international law dictates that “state consent plays an important role in maintaining an international legal order,” the body of jus cogens, which does not permit derogation, represents a dramatic limitation to sovereign authority. However, international mechanisms, including the UN, with a collection of member states with different political agendas and geopolitical interests, can manipulate the impact of international laws in prosecution of war-criminals.

Also, while the concept of complementarity allows the International Criminal Court (ICC) jurisdiction in situations when the state is unable or unwilling to proceed with an investigation or where the state investigation is conducted in bad faith such as when it is used to shield the person from criminal responsibility, Sri Lanka is not a signatory to ICC’s Rome Statute, and ICC prosecution can be only through a vote by the Security Council. However, in terms of the general application of complementarity, which the International community insist on, Wikileaks has revealed the US is aware of Rajapakses complicity in crimes and justice cannot be expected from any internal mechanisms. LLRC, by its failure to investigate war crimes, has clearly demonstrated that complementarity is satisfied and no further demonstration of “unwilling and unable” is likely necessary.

With limited exposure to western legal systems and procedures, TNA is not adequately equipped to “educate” Tamils on international law, and the suitability of other war-crimes prosecution models to seek Tamil justice. Continued reluctance to articulated as due to pressure from States, US, India, and Norway, which are intent on saving Rajapakses, and blunting Tamil aspirations, Tamil circles cautioned.

ஜெனிவா மாநாட்டிற்கான இலங்கைக் குழுவின் முக்கிய பிரதிநிதியான வெளிவிவகார அமைச்சர் ஜீ.எல்.பீரிஸ் நேற்று கொழும்பிலிருந்து சுவிற்சர் லாந்து நோக்கிப் புறப்பட்டார். ஜெனிவாவில் ஆரம்பமாகும் மனித உரிமைகளுக்கான ஐ.நா. அமர்வுத் தொடரில் கலந்து கொள்ளும் இராஜதந்திரிகளைச் சந்திப்பதற்கான விசேட ஒன்று கூடலிலும் அமைச்சர் பீரிஸ் கலந்துகொண்டு இலங்கைக்கான ஆதரவைத் திரட்டவுள்ளார்.

எவ்வாறாயினும், லத்தீன் அமெரிக்காவின் சில நாடுகளும், ஆபிரிக்க நாடுகள் சிலவும் இந்த ஒன்றுகூடலில் கலந்துகொள்ளாதிருக்கத் தீர்மானித்துள்ளன என அறியமுடிகின்றது. இலங்கைக்கு எதிராக அமெரிக்கா, ஜெனிவா மாநாட்டில் கொண்டுவரவுள்ள தீர்மானத்தை இந்த நாடுகள் ஆதரிக்கவுள்ள காரணத்தினால், மேற்படி ஒன்றுகூடலில் கலந்துகொள்ளாதிருக்கத் தீர்மானித்துள்ளன எனப் பெயர் குறிப்பிட விரும்பாத மூத்த இராஜதந்திரியொருவர் நேற்று மாலை உதயனிடம் தெரிவித்தார்.

இதேவேளை, இலங்கைக்கு எதிராக ஜெனிவா மாநாட்டில் கொண்டுவரப்படவிருக்கும் தீர்மானம் தொடர்பில் நடுநிலையான கொள்கையை வகிப்பதற்கு ஆசியாவின் சில நாடுகள் தீர்மானித்துள்ளன எனக் குறிப்பிட்ட அந்த இராஜதந்திரி, இந்தியா இதுவிடயத்தில் இலங்கைக்குச் சார்பாக செயற்படுமென்றும் உறுதியாகத் தெரிவித்தார்.

இத்தனை ஆண்டுகளாக ஜெனீவாவுக்கு ஊர்வலம் போன தமிழர் கண்ட மிச்சமென்ன..? எல்லாம் வீண்தானே என்று ஒரு காலத்தில் சிரித்த சிங்களவர்கள் இப்போது தாமும் ஜெனீவா ஊர்வலம் புறப்படவுள்ளார்கள்.

இலங்கைக்கு எதிராகப் புலம்பெயர் தமிழர்களும், ஆதரவாக புலம் பெயர் சிங்களவர்களும் அலைபோல் திரண்டுவந்து ஜெனிவாவில் அமைந்துள்ள ஐ.நா. மனித உரிமைகள் பேரவையின் அலுவலகத்திற்கு முன்பாக ஆர்ப்பாட்டம் நடத்தவுள்ளனர் என்று நம்பகரமாக அறியமுடிகின்றது.

ஜெனிவா மாநாடு ஆரம்பமாவதற்கு இன்னும் ஆறு நாள்களே எஞ்சியுள்ள நிலையில், இரு சாராரும் ஆர்ப்பாட்டங் களுக்கான ஏற்பாடுகளைத் தடல்புடலாகச் செய்துவருகின்றனர் எனத் தெரியவருகிறது.

ஐரோப்பிய நாடுகளில் வாழும்தமிழர்களுக்கு ஆர்ப்பாட்டத்தில் ஈடுபடுமாறு தமிழ் ஏற்பாட்டாளர்கள் அழைப்பு விடுத்துள்ள அதேவேளை, சிங்கள மக்களுக்கும் அவர்களின் ஏற்பாட்டாளர்கள் அறைகூவல் விடுத்துள்ளனர்.

இன்று உலகத்தில் உள்ள எல்லாத் தன்னம்பிக்கையாளரும், ” மாற்றம் ஒன்றே நிரந்தரம்..! ” என்று கூறுகிறார்கள். இருப்பினும் அதைச் செய்ய யாருமே முன்வருவதில்லை. ஆனால் மாற்றமொன்றே நிரந்தரம் என்பதை ஒரே நொடியில் “யூரேண்” எடுத்து மாற்றிக் காட்டிய முதல் பெரும் மனிதன் பட்டினத்தாரே.

சம்மந்தராகட்டும், மணிவாசகராகட்டும், அப்பராகட்டும் அனைவரும் மாற்றத்திற்காக காத்திருந்தார்களே. ஆனால் யாருக்காகவும், எதற்காகவும் காத்திருக்காமல் ஒரே நொடியில் வாழ்வில் மாற்றத்தை செய்து காட்டிய தமிழ் பெரும் துறவியே பட்டினத்தார்.

அவ்வளவுதான் அனைத்தையும் தூக்கி வீசிவிட்டு, நிர்வாண உடலோடு பரதேசியாக வீதிக்கு இறங்கினார்.. பலர் மண்ணையும், பொன்னையும், பெண்ணையும் அனுபவித்து களைத்த பின்னர் துறவியாவார்கள்… ஆனால் பட்டினத்தார் களைக்க முன்பே துறவியாகி வாழ்வில் அதிர்ச்சி மாற்றம் செய்தவர்.

மனைவி, மகன், தாய், சகோதரி என்ற நான்கு பாத்திரங்களையும் கூட்டல், கழித்தல், பெருக்கல், பிரித்தல் என்ற நான்கு பெரும் கணித அடையளங்கள் போல பாவித்து, வாழ்க்கைக் கணக்கை விளக்கிய வணிகர்.

பூஜ்ஜியத்தில் இருந்து ஒன்பதுவரை மட்டுமே உள்ள பத்து இலக்கங்களை அடிப்படையாகக் கொண்ட நமது கணிதத்தாலும், செல்வக் கணக்குகளாலும் கணக்கே இல்லாத கடவுளைக் கண்டறிய முடியாதெனக் கணக்கிட்டு காட்டி, நமது இயலாமையை அந்த கச்சி ஏகம்பனுக்கு கீழ்ப்படிவுடன் எடுத்துச் சொன்னவர்.

பணத்தைக் கூட்டிச் செல் என்று கணவனை விரட்டும் பெண் கூட்டல் அடையாளமாக இருக்கிறாள். கண்ணால் மருட்டி, இரு முலையால் மயக்கி, புண்ணாங் குழியிடை தள்ளி என் அறிவை மயக்கினாள். நான் உறக்கத்தில் இருக்கும்போது இன்னொருவனுடன் உறவு கொண்டுவிட்டு வந்து இரகசியமாய் உறங்கினாள் என்று பெண்ணின் மீது கடும் விமர்சனத்தை வைக்கிறார்.

இது சரியா.. பெண்களை நாம் இப்படி இழிவு படுத்தலாமா.. பட்டினத்தாரின் பார்வை மீது நமக்கு மெல்லிய வெறுப்பு ஏற்படுகிறது. எல்லாம் தனக்கு வேண்டுமென்று கூட்டல் அடையாளமாக பெண்கள் பேராசை கொள்ளும் போதுதான் அவர் இந்த விமர்சனத்தை வைக்கிறார் என்பதை அவர் பாடல்களை தொடர்ந்து படித்தால் நமது தவறைப் புரிந்து கொள்ளலாம்.

மன்னனான பத்திரகிரியை ஏமாற்றி அவன் மனைவி இன்னொருவனுடன் உறவு கொண்டபோது இந்தக் கருத்தை சொன்னார்.. பெண்ணால் ஏமார்ந்த பத்திரகிரி பரதேசியாக மாற இக்கருத்து அந்த நேரம் தேவைப்பட்டது.

ஆனால் பெண் தாயாக மாறும்போது அவள் பெருக்கல் அடையாளமாக அன்பைப் பெருக்குகிறாள் என்று கண்ணீர் மல்கப் பாடி, பெண்மைக்கு பெருமை சேர்த்தார். தன் தாய் இறந்து கிடந்தபோது உருசியாய் உணவளித்த உன் வாய்க்கு அரிசியோ நான் இடுவேன் ஆத்தா என்று அழுது கதறுகிறார்..

முந்தித் தவமிருந்து, தொந்தி சரிய முந்நூறு நாள் சுமந்து, அந்தி பகலாய் ஆதரித்த ஆத்தா உனக்கோ நான் தீயிடுவேன் என்று அவர் அழுது பாடிய பாடல்களைக் கேட்டால் கல்லும் உருகும்.. வாழைத்தண்டும் தீப்பிடிக்கும்.. பெருக்கல் அடையாளம் போல அன்பு பெருகிப் பிரவாகிக்கும்…

பட்டினத்தார் துறவியாக போனபோது அவருடைய தாய் அவர் வயிற்றில் ஒரு சீலைத் துண்டைக் கட்டுகிறார்.. இந்தச் சீலைத்துண்டு என்று அவிழ்கிறதோ அன்று நான் இறந்துவிட்டேன் என்று அர்த்தம் என்று கூறி அனுப்புகிறாள்.

பரதேசியாக அலைந்த பட்டினத்தாரின் வயிற்றில் இருந்த சீலை ஒரு நாள் அவிழ்கிறது. தன்னை வயிற்றில் கட்டி சுமந்தவள் இறந்துவிட்டாள் என்பது வயிற்றில் கட்டிய சீலை அவிழ்ந்தபோது தெரிகிறது.

காடு மலைகளை தாண்டி கதறியபடி ஓடி வருகிறார்.

தாயின் உடலில் இருந்த விறகையெல்லாம் எடுத்து வீசுகிறார்.. குளிர்ந்த வாழை மட்டையில் தாயின் உடலை கிடத்தி, முன்னையிட்ட தீ முப்புரத்திலே பின்னையிட்ட தீ தென்னிலங்கையிலே, அன்னையிட்ட தீ அடிவயிற்றிலே.. நானுமிட்ட தீ மூழ்க மூழ்கவே என்று பாடுகிறார்…

அந்தத் தமிழ் கேட்டு, சுடலையில் கிடந்த வாழை மட்டை தீப்பிடித்து எரிகிறது.. அன்பு பெருக்கெடுத்து கண்களில் ஆறாய் ஓடுகிறது..

கற்பூரம் தானாக பற்றும், கரிக்கட்டியானால் ஊதி ஊதி பற்ற வைக்க வேண்டும் ஆனால் வாழைத்தண்டோ பற்றவே பற்றாது என்பார்கள். கற்பூரம் புத்தியுள்ள மாணவன், கரிக்கட்டி இடைநிலை மாணவன், வாழைத்தண்டு முட்டாள் மாணவன் என்பது நமது ஆசிரியர் கூறும் உதாரணம்.

ஆனால் சரியான தமிழில் பாடினால் வாழை மட்டையையே தீப்பிடித்து எரியும் என்று சொன்னவர் பட்டினத்தார். முதலில் தமிழை சரியாக கற்றுவிட்டு ஆசிரிய தொழிலுக்கு வந்தால் பச்சை மட்டையும் பற்றி எரியும் என்று ஆசிரிய உலகுக்கு எடுத்துரைக்கும் அருந்தமிழ் கல்விக் கொள்கை அவர் பாடல்.

மகன் சொன்ன காதற்ற ஊசியின் தத்துவத்தால் எல்லாவற்றையும் கழித்துவிட்டு கழித்தல் அடையாளத்தை துறவாக்கிய பட்டினத்தாரைப் பார்த்த தமக்கை கோபமடைகிறாள். தமது குடும்பம் சந்தி சிரிக்கிறது என்று தப்பாகக் கணக்கு போடுகிறாள்.

ஒரு நாள் அவள் மனம் மாறுகிறது.. அப்பத்தில் நஞ்சைத் தடவி அவருக்கு பிச்சையாக கொடுக்கிறாள்..

தன் வினை தன்னைச் சுடும்.. ஓட்டப்பம் வீட்டைச் சுடும் என்றபடி ஓட்டில் தூக்கி வீசுகிறார். வீடு தீப்பற்றி எரிகிறது..

காரும், வீடும் வாங்கி, காசும் பணமும் வங்கியில் போட்டு, சகோதரங்களை நஞ்சு மனத்துடன் கொல்ல வரும் சகோதரங்களை வீட்டோடு சேர்த்துக் கொழுத்துகிறது அவருடைய தமிழ்.. உடன் பிறப்பை வெறும் போலிக் கௌரவத்திற்காக உலகிலிருந்தே பிரிக்க முயலும் சுயநலமிக்க ஓர் அக்காளை பிரித்தல் அடையாளமாகக் காண்கிறார்.

ஊருஞ்சதமல்ல, உற்றார் சதமல்ல, உற்றுப் பெற்ற பேரும் சதமல்ல.. தேசத்திலே யாரும் சதமல்ல என்று எல்லா செல்லாக்காசுகளையும் வீசியெறிந்த வீரத்தமிழனாக அவர் வீதியில் நின்றார்.

இப்படி நின்ற அவரை அரச அதிகாரம் மிரட்டுகிறது. மரண தண்டனை விதிப்போம் என்ற மிரட்டலில் மக்களை அஞ்ச வைத்து ஆட்சி நடத்தும் கூட்டம் விழித்துக் கொள்கிறது. அவரை திருடன் பட்டம் கட்டி கழு மரத்தில் ஏற்ற உத்தரவிடுகிறது.

கழு மரத்தின் முன் நின்று, அவர் பாடிய தமிழில் கழுமரமே பற்றி எரிந்து சாம்பலாகிறது.. ஆயுதங்களை ஏந்தி, கொலை மிரட்டலில் அதிகாரம் செலுத்தும் கூட்டத்தை கூண்டோடு எரிக்க தமிழ் தயங்காது என்று துணிவுடன் சொன்னார்.

கடற்கரையோரத்தில் உள்ள உப்புக் கரும்பில் ஒரு கரும்பு இனிப்பாக பிறக்கும் அதைக் கண்டு பிடித்தால் மோட்சமடையலாம்.. என்று அது கூறுகிறது..

என்று படிப்பறிவில்லாத பட்டினத்தார் பிரபஞ்ச உண்மையை தமிழில் பாடுமளவுக்கு ஞானம் பெறுகிறார்.. இங்கே பெருத்தன சிறுக்கும், சிறுத்தன பெருக்கும் என்ற வரிகளே முக்கியமானவை. இந்தப் பிரபஞ்சம் விரிந்து பெருத்து பின் சிறுத்து நாடகமாடுகிறது என்பதை ஐன்ஸ்டைன் இருபதாம் நூற்றாண்டில் நிறுவுகிறார்..

அந்த ஐன்ஸ்டைன் இயற்கையே இறைவன் என்கிறார்… இயற்கையே இனிப்பு என்கிறார்..

நாம் மாற்றுக்கிரக அறிவாளிகளை வெல்லுமளவுக்கு ஆற்றல் கொண்டவர்களல்ல.. நாம் பல்வேறு குறைபாடுகள் கொண்டவர்கள்.. ஒரே நொடியில் நம்மை அவர்கள் வெற்றி கொண்டுவிடுவார்கள். ஆகவே நமது ஆணவத்தை அடக்கி, இயலாமையைச் சொல்லி, அவர்களிடம் அன்பால் சரணாகதி அடைவதே சிறந்த வழி என்றார் காள் சாகன்.

முடி சார்ந்த மன்னரும், மற்றுமுள்ளோரும் முடிவிலொரு பிடி சாம்பலாய் வெந்து மாள்வதல்லால் வேறில்லை என்ற பட்டினத்தார் கருத்தே அதில் வரிகளாக உருள்கிறது.. பட்டினத்தார் வாழ்வில் சொன்னதையே அவரும் றேடியோ சிக்னலாக வடிவமைத்தார்.

தமது பிராந்திய பூகோள நலன்களுக்கு ஏற்றவாறு மனித உரிமை மீறல் என்கிற கருத்து நிலையை நிறுவுவதன் ஊடாக, கூட்டு சமூக உரிமையான சுய நிர்ணய உரிமைக் கோட்பாட்டினை நிராகரிக்கும் வல்லரசாளர்களின் போக்கு இன்றுவரை மாறவில்லை என்பதனை பி.ஏ. காதரின் கூற்று புலப்படுகிறது.

திட்டமிட்டப்பட்ட இனப்படுகொலையை, மனித உரிமை மீறல் என்ற குறுகிய எல்லைக்குள் முடக்கி விட்டால் சுய நிர்ணய உரிமைக்கான போராட்டம் என்பதனை ஏற்றுக் கொள்ள வேண்டிய நிர்ப்பந்தம் இந்த ஏகாதிபத்தியங்களுக்கு ஏற்படாது.

இதனடிப்படையிலேயே இலங்கை தேசிய இனப்பிரச்சினை விவகாரத்தில் தலையிடும் அனைத்து நாடுகளினதும் இராஜதந்திர நகர்வுகள் அமைகின்றன.

ஐ.நா. நிபுணர் குழு வெளியிட்ட அறிக்கையிலும் முள்ளிவாய்க்கால் குறுகிய நிலப்பரப்பில் நிகழ்ந்தது இனப்படுகொலை என்று கூறாமல், மனித உரிமை மீறல் என்றே சுட்டிக் காட்டப்படுகின்றது.

ஆகவே, இறுதிப் போரில் என்ன நடந்தது என்பதனைத் தீர்மானிக்கும் பொறுப்பினை வல்லரசாளர்களின் கைகளில் கொடுத்துவிட்டு, இராஜதந்திரப் போரினை மிக நுட்பமாக நடத்துகின்றோமென சுய திருப்தி கொள்வது அபத்தமாகவிருக்கிறது.

அமெரிக்காவின், மத்திய மற்றும் தெற்காசியப் பிராந்தியங்களிற்கான துணை இராஜாங்கச் செயலாளர் ரொபெர்ட் ஓ பிளேக், அரசால் வெளியிடப்பட்ட நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகளை நடைமுறைப்படுத்த வேண்டுமென்கிற தீர்மானத்தை வருகிற ஐ.நா. மனித உரிமைப் பேரவையில் முன் மொழிவோம் என்று கூறியவுடன், இதற்கு ஒத்து ஊதும் வகையில், இந்த முதல் நகர்வினை வரவேற்போமென கூட்டமைப்பின் நியமனத் தலைவர் கருத்தொன்றை வெளியிடுகின்றார்.

இலங்கை மீது அழுத்தம் கொடுப்பதற்கான கால அவகாசம் அமெரிக்காவிற்குத் தேவைப்படுவதால், கம்போடியாவில் 30 வருடங்களிற்குப் பின்னரே விசாரணை நடைபெற்றதென்கிற தகவல்கள், தான் முன் வைக்கும் நியாயப்படுத்தல்களுக்கு உறுதுணையாக அமையுமென்று நினைக்கின்றார்.

அரசின் நல்லிணக்க ஆணைக்குழு அறிக்கையை முன்பு நிராகரித்தவர்கள், அமெரிக்காவின் போக்கிற்கு ஏற்றவாறு தம்மை தகவமைத்துக் கொண்டு, அதில் சொல்லப்பட்ட பரிந்துரைகளை அரசு நிறைவேற்றட்டும் என்று கூறுவது, பூகோள அரசியலைப் புரிந்த புதிய இராஜதந்திரமென சிலர் வியாக்கியானமளித்து, இது தான் தமிழர்களுக்கான போகிற போக்கில் இழுபட்டுச் செல்லும் நவீன இராஜதந்திரமென்றும் சொல்வார்கள்.

193 நாடுகளில் ஒரு நாடாக, இறைமையுள்ள தேசமென அந்நாடுகளால் அங்கீகரிக்கப்பட்ட இலங்கையானது, வல்லரசாளர்களுடன் நீண்ட இராஜதந்திரப் போரில் ஈடுபட்டாலும் மக்கள் எழுச்சியினை எதிர்கொள்ள முடியாமல் அச்சப்படுவதைப் பார்க்க வேண்டும்.

வெளிநாட்டு அழுத்தங்களைச் சமாளிக்க சிங்கப்பூருக்கு ஓடலாம். மந்திரிப் பிரதானிகளை ஐரோப்பிய ஒன்றியத்திற்கு அனுப்பலாம். மனித உரிமைப் பேரவையில் மேற்குலகம் தீர்மானமொன்றினைக் கொண்டு வந்தால் இந்தியா, சீனா, ரஷ்யா மற்றும் அணிசேரா நாட்டு அணியோடு இணைந்து முறியடிக்கலாம்.

ஆனால் பொருளாதார நெருக்கடியால் உள்நாட்டில் எழும் நெருக்கடியை இந்த வல்லரசுகளின் துணையோடு முறியடிப்பது கடினம்.

மாட்டு வண்டிப் போராட்டத்தை முன்னெடுக்கும் மடிப்புக் குலையாத வெள்ளைச் சட்டை அரசியல்வாதிகளால் மக்களை அணி திரட்டிப் போராட முடியாதென அரசு கவனக் குறைவாக இருந்தாலும், சிலாபத்தில் மீனவர் ஒருவர் காவல் துறையினரால் சுட்டுக் கொல்லப்பட்ட சம்பவத்தை அடுத்து அங்கு எழுந்துள்ள தன்னியல்பான மக்கள் எழுச்சி, தெற்குவரை விரிந்து செல்வது ஆபத்தான சமிக்ஞைகளை அரசிற்கு வெளிப்படுத்துகிறது.

தற்போது பெற்றோலியப் பொருட்களின் விலையேற்றத்தை அடுத்து மின்சாரக் கட்டணத்தையும் அதிகரித்துள்ளது இலங்கை மின்சார சபை. 0 – 30 வரையான அலகுகளுக்கு (Units) 25 சதவீதமாகவும், 31 இலிருந்து 60 வரையான அலகுகளுக்கு 35 சதவீதமாகவும், 61க்கு மேற்பட்ட அலகுகளுக்கு 40 சதவீதமாகவும் மேலதிக கட்டணம் அறவிடப்படுமென அறிவிக்கப்பட்டுள்ளது.

ஆனால் நாட்டின் பொருளாதார வளர்ச்சிக்கு கைத்தொழில் துறை அவசியமானதால், அதற்கு 15 சதவீத அதிகரிப்பு நிர்ணயிக்கப்பட்டுள்ளது. இதனால் அதிகம் பாதிப்படையப் போவது குறிப்பாக நகர்ப்புற மக்களே.

சீட்டுக் கட்டுக் கோபுரங்கள் ஒரு சிறு தாக்கத்தினால் நிலைகுலைவது போன்று, பெற்றோல் விலையுயர்வானது மின்சார கட்டணத்தையும் உயர்த்தி, அத்தியாவசியப் பாவனைப் பொருட்களின் விலையையும் அதிகரித்து விடும்.

பண்பு ரீதியாக, சீட்டுக் கட்டுக் குலைவும் மக்கள் மீதான சுமைகளின் அதிகரிப்பும் பொருந்திச் செல்கின்றது.

ஆகவே சுமைகளைத் திணிக்கும் அதிகாரத்திற்கெதிரான போராட்டம், நாட்டிறைமையின் அடிப்படையாக விளங்கும் மக்களிடமிருந்து எழுவது எதிர்வினை யதார்த்தமாக அமையும்.

இத்தகைய விலையேற்றங்களுக்கு ஈரான் மீதான தடையே காரணமென அரசு நியாயப்படுத்த முனைந்தாலும், நாட்டின் அதிகரிக்கும் மொத்த தேசிய கடன் தொகையும் முக்கிய பங்கினை வகிக்கிறதெனலாம்.

அண்மைக் காலமாக நடைமுறையிலிருந்த அமெரிக்க டொலருக்கு எதிரான ரூபாவின் பெறுமதி நிர்ணயிப்பு, நெகிழ்வான போக்கில் விடப்பட்டதால் ரூபாயின் மதிப்பு வீழ்ச்சியடைவதைக் காணலாம்.

இத்தகைய நெகிழ்வுத் தன்மைக்கு, இறக்குமதியைக் கட்டுப்படுத்த அரசு மேற்கொண்ட நகர்வென்று வியாக்கியான மளிக்கப்பட்டது. அத்தோடு சென்மதி நிலுவையில் (Balance of Payment) ஏற்பட்டுள்ள நெருக்கடியை நிவர்த்தி செய்யவும் இது உதவுமெனக் கருதப்படுகிறது.

பொதுவாக வரவு செலவுத் திட்டத்தின் ஊடாகவே நாடொன்றின் அரசிறைக் கொள்கை (Fiscal policy) முன் வைக்கப்படுகிறது. அக் கொள்கையை மத்திய வங்கி நடைமுறைப்டுத்தும்போது, அது நாணயக் கொள்கையாக மாற்றமடையுமென்கிறார் அரச கணக்காய்வு அத்தியட்சர் ஐ.எம். ரஷ்மி.

இங்கு நாட்டின் இறக்குமதி அதிகரிப்பால் டொலருக்கான கேள்வி (Demand) உயர்கிற அதேவேளை, அதற்கேற்ப நிரம்பல் இல்லாத பட்சத்தில் இலங்கை ரூபாவின் பெறுமதி வீழ்ச்சியடையுமென்கிறார்.

அதேபோன்று நாட்டின் ஏற்றுமதி குறைவடைவதால், திறைசேரியில் டொலரின் அளவும் குறைந்து விடும். ஆகவேதான் ஏற்றுமதியை அதிகரிக்க வேண்டுமென அரசு பெரும் பரப்புரையில் ஈடுபடுவதைக் காணலாம்.

இருப்பினும் ஒப்பீட்டளவில் சிறியளவிலான ஏற்றுமதி வருவாய்கள், பாரிய வர்த்தகப் பற்றாக்குறையைக் கொண்ட இலங்கையின் தேவையை பூர்த்தி செய்து அரச திறைசேரிகளை நிரப்ப முடியாது.

இறக்குமதியாகும் பெற்றோலியப் பொருட்களுக்கான நிதிக் கொடுப்பனவுகளுக்கும், விற்ற முறிகள் [Bond] முதிர்ச்சியடையும் போது அந்நிதியைத் திருப்பிக் கொடுப்பதற்கும், நிதி முதலீட்டு வங்கிகள், சர்வதேச நாணய நிதியம், மற்றும் உலக வங்கியிடமிருந்து பெற்ற கடன்களுக்குத் தவணைப் பணத்தை செலுத்துவதற்கும் திறைசேரியில் நிதி இருக்க வேண்டும். இந்த இலட்சணத்தில் நாட்டை நிர்வாகம் செய்வதற்கும் பணம் தேவைப்படும்.

ஆகவே, கடன் சுமை அதிகரித்துள்ள ஒரு நாட்டில் முதலீடு செய்ய, வெளிநாட்டு முதலீட்டாளர்கள் முன் வருவார்களா என்கிற கேள்வி எழுகிறது.

அதேவேளை, கிரேக்க தேசத்தில் ஏற்பட்டுள்ள பாரிய பொருளாதார நெருக்கடிக்கு உதவ, ஐரோப்பிய ஒன்றிய ஈரோவலய நாடுகளால் உருவாக்கப்பட்டுள்ள பிணை மீட்பு நிதியத்திற்கு (Bail out fund) சீனாவிடம் கெஞ்ச வேண்டிய துர்ப்பாக்கிய நிலை உருவாகியுள்ளதை நோக்க வேண்டும்.

பொதுச் செலவீனங்களைக் குறைத்து மக்கள் மீது வரிச்சுமைகளை அதிகரித்தால் மட்டுமே, எம்மால் உம்மைக் காப்பாற்ற முடியுமென கிரேக்கத்திற்கு கிடுக்குப் பிடி போடுகிறது ஐரோப்பிய மத்திய வங்கி.

அவ்வாறு உதவி செய்தாலும் 2020 வரை பழைய இயல்பு நிலைக்கு கிரேக்கத்தால் திரும்ப முடியாது என்பதை உணரும் சில நாடுகள், அந்நாடு [கிரேக்கம்] கடனைக் கொடுக்க முடியாத கடனாளியாக [default] தன்னை பிரகடனப்படுத்தக் கூடுமென எதிர்பார்க்கின்றன.

போகிற போக்கில், இத்தகைய நிலை இலங்கையிலும் ஏற்படக் கூடிய சாத்தியப்பாடுகள் அதிகமாகத் தென்படுகின்றன.

இத்தகைய நெருக்கடி நிலையை வல்லரசாளர்கள் உணர்வதால், மனித உரிமை மீறல், போர்க் குற்ற விசாரணை, மீள் இணக்கம், தேசிய நல்லிணக்கம், நல்லாட்சியை நிறுவுதல் என்கிற சொல்லாடல்கள் ஊடாக உள் நுழைய முனைகின்றார்கள்.

ஆனால், நடைபெற்ற, இன்னமும் நடந்து கொண்டிருக்கிற இன அழிப்பிற்கு சுயாதீன சர்வதேச விசாரயொன்று தேவையென்பதை இவர்கள் தவிர்த்து வருகின்றார்கள்.

இவர்களின் இரட்டை நிலைப்பாட்டினை புரிந்து கொண்டும், புரியாதது போல் நடித்தவாறு, அவர்களுடைய இராஜதந்திர நகர்வுகளுக்கு ஏற்றவாறு தாமும் பயணிப்பதே, தமிழ் பேசும் மக்களின் இராஜதந்திரமாக இருக்க வேண்டுமென கூற முற்படுவது வேடிக்கையாக விருக்கிறது.

ஆனாலும் அரச அதிகாரமையத்திற்கும் மக்களுக்குமிடையே எழும் பகை முரண்பாட்டு நிலை கூர்மையடைந்து, வேறு தளத்திற்கு மாற்றமடைவதைத் தடுக்க முடியாத நிலை ஒன்று உருவாகப் போகிறது.
